Senate Committee for Cap & Trade HR 2454 / 2998 is the EPW Committee on Evironment and Public Works

The Senate Committee that is handling Cap & Trade is the Committee on Environment and Public Works. The Chairman (sorry, no PC here) is Barbara Boxer (CA), ranking Republican James Inhofe (OK).

I will admit I had no idea what kind of structure these Congressional committees had until dealing with recent pieces of legislation. Why I am surprised that these committees have rather complex structures?

There are websites for each, I’m told, along with staffers for the majority, minority, and another that is non-partisan.

Not all committees are structured exactly the same or follow the same patterns in the way they move through a bill, but the EPW has a fairly standard procedure that is generally followed.

The Majority section of the website for this committee does have quite a bit of information on it, including press releases and links to Sen. Inhofe’s YouTube Channel, which itself includes clips from Committee hearings, statements made by Sen. Inhofe, and relevant media appearances.

I haven’t had the opportunity as of yet to check out the Minority section of the site.

On the Majority side, there are a couple of sections that appear to be completely out of date, which is unfortunate, and hopefully with the obvious increased interest in this committee at this stage, some updates will occur on these sections.

On the positive side, Inhofe’s staff appears to issue press releases frequently; there were four releases on July 7 alone, one of which I was told, was issued during an EPW committee hearing. This is clearly one way to get nearly “up to the minute” information on the HR 2454 bill.

**UPDATED July 8, 2009**

Last week, a number of Tea Party organizers and grassroots leaders from various states participated in a conference call and worked together to compile information quickly to deal with the rather surprising news that the Cap & Trade bill, previously thought to be indefinitely stalled, was going to the House floor for a vote.

We were able to get information out through a lot of information quickly. It is more than unfortunate that the bill did pass, but all the efforts across the country appeared to have some impact; clearly some members of Congress felt the heat; the vote was closer than expected.

This bill is not guaranteed to become law. There seem few breaks these days when considering the absolute toxic waste coming out of Washington, D.C., but we have one at this very moment; Congress is on a holiday break.

It is difficult to determine precisely when, but by all accounts, the Senate will take up this bill either immediately upon returning to D.C. or shortly thereafter, which by the Congressional calendar is July 6.

Updated July 7: It was discovered today that a Senate rule requires that the committee in charge of the bill must be notified one week in advance of a floor vote. As of 5:00pm central time on 7/7/09, no notice had been given to the EPW Committee. To read more about EPW, click HERE.

That means we have a little time, and I do mean a little, to read the 300 pages that were inserted by way of the “one amendment” that was approved at 3:30am June 26, the same day as the vote.

We convened another conference call on Monday evening to determine how best to go about defeating this bill. We decided to divide the 300+ pages of changes up into sections among those willing to read and summarize and to aggregate that information in one place. We will reconvene tonight to check our status and see if there is anything else that can and should be done.

People have less time to do their “‘reading assignments” than previously hoped; it took much of Tuesday to nail down a separate file of the 300+ pages. These pages were integrated into the rest of the bill, which is now 1200 pages in length.

In addition to reading the changes, we also agreed to consolidate information once again. I have been sent a lot of good information and I will be posting it here.

Updated: Another conference call was held July 7. Jim of TX had done some work over the weekend to break the bill down to a more digestible form. Several people offered to help in this process.
